The gushing words made by Russian President Vladimir Putin and Chinese President Xi Jinping during their video conference on Wednesday have re-ignited interest in an under-reported story: the tighter strategic embrace between America’s two most fearsome geopolitical rivals. For decades, Moscow and Beijing have kept their distance, but as the globe grows less secure, both see regional benefits in rolling down American dominance and wealth.

According to the Chinese Foreign Ministry’s report of the meeting, “China-Russia relations have emerged from all types of testing to exhibit fresh vigor.” “Russia will be the most ardent defender of the Chinese government’s lawful stance on Taiwan-related problems,” the statement said. Mr. Putin praised “a new paradigm of cooperation” between the two nations in his opening comments. Early next year, he will fly to Beijing to see Mr. Xi in person.

This isn’t just chatter. The pace of joint military drills between the two nations has increased, with a naval display in the Sea of Japan in October. Since the beginning of 2019, Russian and Chinese jets have routinely violated South Korean airspace, most notably last month. In the years after the seizure of Crimea in 2014, Moscow increased its military equipment delivery to Beijing.

To jeopardize American interests, the countries do not need to present a single strategic front. They may do so by simultaneously pressing on several fronts in the intention of sapping American might.

Mr. Putin’s military crisis in Ukraine benefits Mr. Xi by diverting American attention away from Taiwan’s security. And if China launches a shooting conflict in Asia, Moscow may conclude that it has a better chance of achieving its own territorial expansion. A dispute in one location might lead to strife in the other.

Both countries are also providing critical help to Iran as it battles US-led sanctions on its nuclear program. Mr. Putin’s new military arrangement with India also benefits China by separating India from the United States.

The increasing entente between Beijing and Moscow highlights the mounting dangers to the US-led global system. The new reality requires the United States to strengthen its own alliances while simultaneously building military and cyber defenses that can face the challenges of a more hazardous world.
